NVSU Inks MOA on e-Governance Support with Brgy. Busilac

The Nueva Vizcaya State University (NVSU) joined forces with the Barangay Local Government Unit (BLGU) of Busilac in a collaborative effort to innovate governance through technology through the formal signing of a Memorandum of Agreement (MOA) on August 11, 2023 at the barangay's premises.

The project extention titled "Innovative and Sustainable Hybrid Information Systems (ISHIS)" is an IT-based community extension program for e-governance crafted and proposed by the College of Arts and Sciences of NVSU which aims to assist the local community in bridging the gap between the digital landscape and their local governance processes to pave the way for efficient and transparent e-governance.

The said event was attended by the key officials and representatives of the two collaborating institutions, including the Dean of the College of Arts and Sciences, Dr. Lori Shayne A. Busa.

In the welcome address, Hon. Mary Jane G. Flores, a barangay kagawad of Busilac, extended gratitude for the opportunity to host this initiative and emphasized the potential benefits that ISHIS could offer in streamlining local governance procedures.

Dr. Carlo F. Vadil, Vice President for Planning, Development, and Information Systems, represented University President Dr. Wilfredo A. Dumale, Jr. In his message, Dr. Vadil highlighted the paramount importance of integrating information technology with community extension programs. He also positioned ISHIS as a prime example of the University's commitment to advancing society through innovative extension efforts.

Meanwhile, Hon. Manuel Dan B. Gines, the Barangay Captain of BLGU Busilac, expressed how the ISHIS project aligns with their vision of a technologically empowered community to enhance services, facilitate data-driven decision-making, and encourage citizen involvement.

Representing Vice President for Research, Extension, and Training, Dr. Jonar I. Yago, Director of Extension and Training Dr. Maribel S. Bacena, emphasized how the initiative integrates state-of-the-art hybrid information systems into everyday governance in order to enhance the services of the administration for the local citizens.

Mr. Vilchor G. Perdido, a faculty member of the Computer Science Department and the Project Leader for Component 1, provided insight into ISHIS's structured empowerment. He highlighted its capacity to equip local leaders with real-time data analytics, facilitating well-informed and effective decision-making.
